ircg_oper — Elevates privileges to IRC OPER

ircg_oper() will authenticate the logged in user on connection as an IRC operator.
Parameters
- connection

A connection resource handle returned by ircg_pconnect().
- name

The operator account name. Must be a registered IRC account.
- password

The password associated with name .
